Task: Add secondary call to login.gov from the auth callback

Summary

After the endpoint has been created, we need to call login.gov again from the auth callback to decode the initial token and get the user id/email etc. from the login.gov user endpoint.

Acceptance criteria

Makes the call and assembles all the data needed to call our api token endpoint
