Fix tabbing

Describe the bug

Tabbing is currently stuck in the header, this is not preferable by keyboard users

Reproduction

Start tabbing on the methods page

Expected Behavior

You could tab through all the 'tabbable' items - https://html.spec.whatwg.org/multipage/interaction.html#the-tabindex-attribute

We have considered the proposal. Although we agree with the observation that the behavior annoying, we have decided to give a low priority to the issue.
