Add a configurable and unlisted command to expose development/debug information or commands to users whitelisted in bot's config as system (not server) admins/devs.

-- Ignore command from other users, don't warn them that they don't have permission --

(suggesting default as !pony as a throwback to the good 'ol Garry's Mod days (reference) )
