What?

Allow a newly created stream to default to being in a "Running".

Currently when creating a new stream, it defaults to a Paused state. In this state no messages will appear in this stream.

Why?

This behavior is counterintuitive. When creating a stream the user won't know they must complete this extra task before they can use the stream. Depending on how many streams exist in the Graylog cluster, and what the new stream is named, it may not appear on the current list of streams and the user will not receive any feedback their newly created stream is disabled and inoperable.

Hey @drewmiranda-gl

we're planning to improve this page in 7.0 and again in 7.1 with the planned input wizard, and the re-build of the inputs page.
