Upgrade target sdk to 35

Most of the projects target 31 SDK, twa-post-messages targets 33. According to Play Market requirements, we missed a deadline this means that existing PWAs probably can't update and new one can't publish.

if we update target sdk to 35 do we need to update compileSdk to 35?

We have internal planning on this issue and we'd like to allocate our time to work it. Check for the "good first issue" tag a bit later, because we will probably create some subtasks for it.
