Program no response

The program stops working from here. I waited for a few min, no response.
Windows 11
Samsung S20, Android 13, developer on, usb debug on

Here is what I tried:

• Restart the laptop, phone, same issue
• Shutdown VPN on phone and laptop, same issue
• Try different USB connections: charging only, transfer file, midi
• Clear cache of the app in the phone
• Revoke USB debugging access of the laptop and grant access again

By checking the running apps, the app appeared after running cmd command but there is no pop up when appearance when clicking on it
