Native support for Touchpoints as a means for survey

Touchpoints is a government-wide service which enables the quick creation and deployment of OMB-compliant surveys.

Previous implementations which added the <script> tags into the document header via Advanced > Head Markup had mixed results. Sometimes the page load would break and users would be left with a white page and the Touchpoints bumper in the bottom right corner.

Seeking a solution which does not break page load. Possibly make this an independent component?
