Clean up extraneous dependencies in static sites

User Story

In order to meet our security compliance goals, datagovteam wants to minimize dependencies on 3rd party packages in our static sites.

Acceptance Criteria

[ACs should be clearly demoable/verifiable whenever possible. Try specifying them using BDD.]

• GIVEN I have a static site on the list below
  WHEN I build / run it
  THEN I only want to include what package dependencies are necessary
  AND to remove those which are outdated and unneeded.

Sites to be evaluated:

• Clean up Resources.data.gov #4927
• Clean up Data.gov (11ty site) #4928
• Clean up SDG.data.gov #4929
• Clean up Strategy.data.gov #4930
