Now I'm not sure this is possible in TS, but for Dune2000 I'm setting the game's resolution to 800x600 in dune2000.ini then upscaling it to 4k by setting the screen width and height to 3840x2160 in ddraw.ini. This makes the game look like 800x600 in terms of ui element size, unit sprite sizes while maintaining a 4:3 aspect ratio, but windows sees it as a native 4k fullscreen game. I'm trying to achieve the same in TS bt having some difficulties

Upscaling is not fully supported for Tiberian Sun and Red Alert 2 so you can't use "Borderless" or "fullscreen upscaled" with forced 4:3 aspect ratio. You have to set up cnc-ddraw with "Fullscreen" presentation and then enable 4:3 aspect ratio via your graphics driver settings

I see, I have already changed my display settings in Nvidia to respect aspect ratio, it's a must have for older windows games.
