lack of time zones

What steps will reproduce the problem?

1. Any sync causes Greenwich time installed, though not all the users live in this zone
   2.

What is the expected output? What do you see instead?
Expectations: exact time according actual time zone that user selected
Instead: several hours mistake

What version of the product are you using? On what operating system?
Android 3.2
