Conan package

It would be very useful to get the tensorflow pre-built libraries using conan, or eventually rebuild it from scratch in our custom dockerfile. Probably related to #8.

It looks like the blocking point is to find the headers ? It might not be the best way but in the meantime we install the headers using:

 rsync -a --prune-empty-dirs --include '*/' --include '*.h' --include '*.hpp' --include '*.inc' --exclude '*' tensorflow/cc/ ${INSTALL_PREFIX}/include/tensorflow/cc
 rsync -a --prune-empty-dirs --include '*/' --include '*.h' --include '*.hpp' --include '*.inc' --exclude '*' tensorflow/core/ ${INSTALL_PREFIX}/include/tensorflow/core
 rsync -a --prune-empty-dirs --include '*/' --include '*.h' --include '*.hpp' --include '*.inc' --exclude '*' bazel-bin/tensorflow/include/ ${INSTALL_PREFIX}/include/
