Question is whether we can use mypy and whitelist the current (vast number of) offending files

Blocked by django 4 upgrade

Current proposed plan:

  1. Run mypy across the project to (hopefully) generate a whitelist
  2. Enforce typing on all new code additions (using pre-commit)
  3. Prosper
