Enable discharges and storms during greenshift

I was pointed to create a ticket by Shidestiny about having noospheric events (namely, discharges and storms) occur even in greens and extendeds (or at the very least, extendeds).
They hold VERY little actual threat to the station and massively increase how interesting the shift can be for Epistemics and the crew in general due to noospheric discharges being the ONLY method to raise the cap on how many powers you can have.
I have personally often resorted to praying for a discharge in character just to have something interesting happen in that regard.

Discharges and noospheric storms are normal station events so they can never happen if there's no events in the first place.
