Spamming emergency report message will immediately got kicked by spam filter

• I have searched the issue tracker to check if the issue has already been reported.
• My issue happened while using mods.

What happened?

when some emergency things happen you will likely spam report message (requestfirstaid, reportintruders)
but you will only to be kicked by spam filter and die in the end
I think spam filter should always block your message at first especially these emergency reports

Reproduction steps

1. join a server where you dont have spamimmunity
2. rapidly click report button
3. you will be kicked
