What happened?
With the introduction of SelectAlways="true" for Additive="true" event sets, we are now able to force-load events when needed, however this only seems to apply to locations of the level type "Outpost" as the same set fails to execute at "LocationConnection"
This set always loads the event when docked to a station, but never executes during travels even though it should since it is clearly defined to do so.
