As a visitor, I want to be able to figure out what FairVote does no matter what page I visit, so that I can determine how to interpret the information they provide me and whether I want to learn more.

Many of FairVote's most visited pages are general information pages like /voter_turnout and /the_electoral_college. These pages get visited once and then left - so they are the only opportunity to tell visitors about FairVote's mission/vision and get them involved.
