The Manylinux contianer images recently removed the setuptools and wheel packages for Python >= 3.12.

pypa/manylinux@1c08f03

This was originally included in the 3.12 versions of the container.

As we depend on setuptools and wheel, we need to make these available in our manylinux CI builds (and the draft-release CI, and the vis repo ci).

This will also need fixing in outsanding CI related PRs...
