Understand key elements for filtering communciation instances

CMS measure (CMS142) DRCommunicationWithPhysicianManagingDiabetes uses the communication resource and has filters on status and reasonCode.

There needs to be a key element that MADFSH should check there is always a filter on. The reasonCode element is an option, but it isn't a QI-Core element (perhaps type instead?) In measures, is communication always relevant to a problem, or are there other filters that could apply?

When the right key element for Communication is determined, it should be added to the KeyFilterElementForResourceType list in elementDetails.ts.
