Feature Request: Signup page bad name warnings

Whereas,

• there is a small number of users who find it funny or think nothing about using offensive names
• this creates a burden on moderators to spot and reprimand / warn / ban these people
• these people are often not perfectly responsive
• we currently do not have a good system for handling this

I move that The Website shall be updated thusly -

• add a warning to the signup page about offensive names
• add some JS that highlights the warning if a possibly offensive name is detected

Hopefully, this would have the positive effect of less people signing up with offensive names; it also means moderators can ban new accounts with offensive names without first trying to contact and warn them, further lessening moderator workload.

Yes I have started a new sign up and password reset for the new user service login that I need to finish

Brutus right now is rewriting the underlying service so will likely finish it up after that is done
