The fix works well for the tax value issue but on the tax selection page the default tax is always shown as selected:

This PR is a bug fix for offline tax rate handling during bulk edit (TaxPicker.tsx and IOU/index.ts). It corrects how taxValue is propagated in updateMultipleMoneyRequests and adjusts the fallback tax code logic in TaxPicker. No new features, UI labels, settings, or user-facing flows were added or changed — just a data propagation fix that caused tax rate to display as 0% during offline bulk edit.
