Action Performed:

Pre-condition
1.Distance rates and Taxes are enabled.
2.Track tax is enabled in Distance rates settings.

1. Launch app
2. Go to workspace settings > Distance rates.
3. Open the default rate.
4. Click Tax rate.
5. Select Tax rate 5% (can be any rate as long as it is not 0%).
6. Leave Tax reclaimable on empty.
7. Go to workspace chat.
8. Click + > Track distance > Manual.
9. Click Create expense.
10. Open the distance expense.
11. Change the distance and note tax amount remains 0
12. Change the amount and note tax amount updated briefly and changes to 0

Expected Result:

Tax amount should remain 0 at all times when tax reclaimable is set empty.

Actual Result:

When changing the amount, tax amount updates briefly and then changes to 0.
