Action Performed:

1. Go to staging.new.expensify.com
2. Log in with new Gmail account.
3. Skip work email step.
4. Select Track and budget expenses.
5. Complete the onboarding.
6. Go to workspace chat.
7. Create an expense.
8. Open the report.
9. Click Mark as done.
10. Right click on "marked as done" system message > Copy to clipboard.
11. Paste the content.

Expected Result:

"marked as done" will be pasted.

Actual Result:

"submitted" is pasted.
It also shows submitted when system message is opened in thread.

Issue Analysis

Root Cause: PR #86460 added "marked as done" display text for track-intent users in the rendering path (PureReportActionItem.tsx:1366-1372) but did not update the clipboard copy path or the thread view text resolution, which still always use the iou.submitted translation.

Recommended Fix: Add the same isTrackIntentUser && isSubmitAndClose(policy) check to the clipboard copy logic in ContextMenuActions.tsx:977-986 so it uses translate('iou.markedAsDone', ...) instead of translate('iou.submitted', ...) for track-intent users. The APPROVED action clipboard path at :987-993 likely needs the same treatment.

Investigation details

Three locations were missed in the original PR:

1. Clipboard copy for SUBMITTED — src/pages/inbox/report/ContextMenu/ContextMenuActions.tsx:977-986 always calls translate('iou.submitted') without checking track-intent status.

2. Clipboard copy for APPROVED — ContextMenuActions.tsx:987-993 always uses translate('iou.approvedMessage') instead of translate('iou.markedAsDone') for track-intent users.

3. Sidebar/LHN last message — src/libs/ReportUtils.ts:5830-5831 reads raw server message text via getReportActionMessageText(reportAction) which contains "submitted" from the server, with no track-intent override.

Correct behavior is demonstrated in PureReportActionItem.tsx:1366-1372 and :1395-1396, where the code checks isTrackIntentUser && isSubmitAndClose(policy) before choosing the translation key. The same pattern needs to be applied to the clipboard and sidebar paths.

Language keys:

• iou.submitted (en.ts:1405) → returns "submitted"
• iou.markedAsDone (en.ts:1406) → returns "marked as done"
