Action Performed:

1. Navigate to staging.new.expensify.com
2. Go to setting > preference > Theme
3. Using keyboard TAB key navigate to high contrast mode toggle then click "enter" key

Expected Result:

The toggle turn on

Actual Result:

The toggle didn't turn on and the highlight is shown in another option

Workaround:
