The Distance to Assets Route Assets to Bases Local Network tool requires a network analyst layer to run tests. The NA layer used for manual testing requires a 20 G geodatabase which is too large to download for testing.

Not sure why I have not thought of this sooner, but we should be able to get a network dataset from a educational services to test this tool. I will see what I can find.
