Provide functionality to specify a Name for the layer within the Tile Package

Currently, TPK exports .tpks that include a layer named "Layers" in the iteminfo.xml. This means that various Esri Apps add it as a layer named "Layers". I think we should either use the filename or let the user specify a name.

Ex: with multiple tile packages added to Survey123:
