Windows 7 Install to C:\Program Files (x86)\ArcGIS\TilePackageKreator Crashes the installer

The program install defaults to C:\users\\Applications\ArcGIS\TilePackageKreator

This appears to be a 32-bit application so trying to install it into the "Program Files (x86)" folder fails with an application crash. Specifically tried to install it to C:\Program Files (x86)\ArcGIS\TilePackageKreator

I just tired this on the latest v1.2.20 version and can reproduce the problem.
