Fixed at least partially by setting visibility to 1 for the default
configuration where no collections is in use. It is not clear how/if
b2share is going to use formats specific per search collection so
further fixes may be needed. If so, start with checking the database
tables collection_format, collection and format.

Doesn't work on test system, so we probably use a more complicated collection functionality in production than was covered by the commited code change. That also makes the issue considerably more complicated. Re-opening and moving this issue to release 1.0.

Works as expected on test and production systems now; the already committed change seems to be sufficient after all.
