Maximized window gets dragged around when clicking on top bar empty area #2

Top bar empty area acts as extended dragging zone for the attached window (vertically or horizontally maximized, depending on the panel orientation)

Open window A and maximize it
Open window B without maximizing it
Focus on window B
Click on top bar empty area

On clicking, focus change is detected (B -> A)
Turns out pointer is outside of the newly focused window
Mouse gets moved to the center
Because it's still dragging, the maximized window gets dragged
