Davinci LineageOS version is 17.1 and I cannot make any calls. Network and internet are working.

Do you have LTE only mode enabled? If so try regular LTE mode or 2G/3G.
It is possible VoLTE isn't working: https://divestos.org/pages/faq#volte

Just exiting LTE mode solves the problem.
