Change how brat annotation works

Rather than (or in addition to) highlighting the header stub in brat annotation, highlighting any text should be exported to lightside as if you'd annotated the whole thing. This is what people naturally want to do, and it's easier to explain that lightside ignores the exact location of the highlight, than to explain that they should select text in the header to indicate the whole contribution.
