Move Starchart out of Seneca-CDOT and into its own open source org

See Seneca-CDOT/telescope#3797. All of our Seneca-CDOT CI/CD jobs are failing on GitHub Actions due to account billing:

The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the 'Billing & plans' section in your settings.

Starchart will suffer the same fate. We should begin by moving this, and then plan to also bring Telescope over.

Moving out of 0.1, as I won't get it done by tomorrow.

Created the @DevelopingSpace org, and will work on setup, adding people, and slowly move things over. I'll give lots of notice to the team before I do this, but be aware that it's coming.

After we finish 0.2, I'd like to do this move to the @DevelopingSpace org before we start 0.3. The new home of this repo will be: github.com/developingspace/starchat. I'll plan to do it on Monday morning.

When I do it, a few things may break:

• Dependabot will likely need to be re-configured (I'm not sure if the app it will survive the transfer)
• Account access will need to be updated
• You will all need to change your upstream URL using git remote set-url upstream <new-url>

I'm not sure if anything else will be affected, but I think that's it. We'll work on fixing things during 0.3.

I'll send a message on Slack before I do this on Monday.
