Create skeleton and components

Vue.js and Bootstrap 4 will be the base for the new front-end. Current UI is based on jQuery and Bootstrap 3. Need to figure out a modernized layout and color scheme (possibly selectable (lite and dark), along with filesystem layout and base components.
