1.5 Proposal Information update

Main issue in current 1.5 is that we don't properly get quorum since we need to look it up for the proposal's scheme, so that's the first part to fix as we need to display quorum in the vote chart also.

Next though we can clean up the information box to show details more relevant to 1.5
Lets show:

• Scheme name (clicking should link to etherscan address for now - later will show a scheme page)
• Max proposal time
• Time in boost
• Quorum
• Boosted quorum
