Please add the list of existing chapters to the de-rse.org website

I think it'd be good to include a list of chapters (or perhaps just a link to this repo) on the de-rse.org website. Perhaps under https://www.de-rse.org/de/join.html?

We're also in the process of developing a new website, and the existing content will be pulled into this, including a dedicated page for groups (local, institutional, intl., etc.), so it'd be good to have this on the website so it does get pulled over :).

@sdruskat Es wird einen "Chapters" link auf der neuen Webseite geben, unter "Community". Damit wäre das hier erledigt, oder?

Gemeinsam mit DE-RSE/de-rse.github.io#65 sollten die Chapter dann gut zu finden sein.
