"RSE outreach" too mixed together

Two ideas are still quite mixed in this section: outreach within the institution and outreach beyond. We should make it clear that these are different tasks and that both are important, for different reasons. This would make this section a little longer, but I think this is ok, since it is rather short compared to the others, but important (see also #31)

I think that it would indeed be beneficial to move the ideas of #31/#42 to Module 9 "RSE Outreach" and to refer to that module from the "Installation of the department" section. I'm tempted to rename the module to "RSE Communication and Outreach", but not sure if this would be appropriate in view of, for example, the conducted surveys. Any opinions?
