Automatically test for scons pot

Issue

Recently NVDA add-on translation framework seemed not to work for Character Information add-on although new string were pushed. I have discovered that "scons pot" command was failing due to encoding issue in a file of the add-on.
The issue has been fixed in 5085291. However, I would preferred have been notified when I have performed the release (or before) than after.

Solution

Create or update a GitHub action to perform this test and perform the release only if the test passes. Maybe some actions for this already exist in nvdaes's repositories.

Additional comment

Once validated for this add-on, also add this action for my other add-ons, at least the ones that are translatables/translated.
