[Steam&Web] Timer bar causes background flicker on changes

Bug description

Almost every time the timer bar is updated (turn off, turn on, golden/wrath cookie/reindeer spawns/is clicked, change position, add/remove bars) in any way the background of the game, any background is briefly black and then shown again. This flicker is very distracting with many updates/events happening.

It seems if any element of CC is resized, the game/background is redrawn, the timer bar must be changing size on these events to cause this flicker.

To reproduce

Turn the timer bar on and off, while on, wait for a golden/wrath cookie/reindeer to spawn, click the spawned cookie
