User notifications infrastructure

Current state: Users themselves need to check regulary whether trees needs watering.

Motivation: Users should be notified automatically proactively when there was no rain for longer time and thus trees suffer drought.

Future state: As LeipzigGiesst is now installable / runnabled on both Android as well as on iOS, we can take the chance to wake up the app and display push notifications to the users to motivate them to water trees (preferabe those that were not watered yet resp. trees the user patroned).
