feat(clickpipes): add missing regions to static IPs documentation#5933

Add routing entries and static NAT IP addresses for newly deployed ClickPipes regions: af-south-1 (Cape Town), ap-east-1 (Hong Kong), ap-northeast-1 (Tokyo), ca-central-1 (Canada), eu-north-1 (Stockholm), eu-west-2 (London), il-central-1 (Tel Aviv), sa-east-1 (São Paulo). Also adds the missing ap-southeast-1 (Singapore) IP table entry that was in the routing list but absent from the IPs table. All new regions use April 13, 2026 as the start date.
