Change amip_test

turb_flux_partition: "PartitionedStateFluxes"

this will fail with saturation adjustments.

The reason for this is that ustar and obukhov_length in p.precomputed.sfc_conditions are broken: thay are NaN (and it is unclear if they are set to NaN or if they are never set)
