Several tests failed when switching from SSPKnoth to ARS343

Stability:
dt in config/model_configs/sphere_hydrostatic_balance_rhoe_ft64.yml is reduced (this job is not very important so it might be ok)
config/longrun_configs/longrun_aquaplanet_dyamond.yml failed.

Conservation:
Conservation errors in config/model_configs/aquaplanet_rhoe_equil_clearsky_tvinsol_0M_slabocean.yml and config/model_configs/aquaplanet_rhoe_equil_clearsky_tvinsol_0M_slabocean_ft64.yml increase by orders of magnitude. The conservation check for these two jobs are turned off for now.

Memory / allocation:
config/model_configs/gpu_aquaplanet_dyamond.yml doesn't fit on one central GPU anymore. h_elem is reduced.
The allocs_limit of almost every job is increased by a factor of 2-5. allocs_limit["flame_perf_target_frierson"] increases by 7000, but this job is not important and will be removed soon.
