Fully QA Buildings In The Next Delivery

The buildings delivered in 2022 have been challenging to use because the requirements in the capture rules weren't followed.

We learned after the delivery that there was a verbal agreement to not collect any of the new domain values. (storage tank, parking, cantilevered_building, etc). This is mostly harmless.

Duplicate BINs are more difficult to work with. Check the following in the next delivery. As best we can tell the editors on the vendor team improvised procedures instead of following these.

If an existing building is going to split into several new buildings, keep the original BIN in only one of the new buildings (ideally the largest) and assign a million BIN to the rest.
