Create Initial Admin Portal

In order to reduce friction for OPR use (and improve adoption), it would be very helpful to have an admin portal for an OPR instance. In an ideal world, an admin portal would include, at the very least tenant node configuration. Additional helpful features:

1. Integration Management
2. Server Configuration

After enrichment, we'll break this issue down into a set of mutually exclusive and collectively exhaustive smaller subtasks.

This Friday we discussed possible low-time adjustments to the project to support serving up endpoints to expose to this portal, along with a simple way to get a static site running with a simple react application.

In a future Friday call, we talked about mocking up a minimal MVP UI. We'll keep this ticket updated.
