Can we get an Internal Comment added to the Release page please? [ENHANCEMENT]

Is your feature request related to a problem? Please describe.
As we now have many hubs and they are dependent on many PxStat tables, we need an internal comment field added to each table so we can keep track of each dependency.
We want to ensure that any dependent visualisations, etc. are not broken or interrupted by any updates or changes to the tables.
The comment allows us to record the location of each dependency and check it.

Can we get a comment field added to the Release page please? Much the same as the Public Comment field but for internal use only and located between the Information and Properties fields.
Can the field be edited by Moderators as well as Power Users and can it be a different colour if possible?
