If the CSV file doesn't have valid loci ids, allow the user to say which column has an Id that can be converted.

ie. Column with ASGS MB Ids in it, could be selected and told it is ASGS MB 2016. The official URI's could then be appended to the Ids in the data.

Not sure this is a valid request as we can't reliable use a prefix. I mean its not reliable via DRF specifications, and we shouldn't assume some sort of uri prefix.

It can certainly be done if we 'hard code' a prefix. But it's not a great solution. Plus making people use the full URI encourages learning about the uri concepts.
