When a user submits a CSV file to excelerator but the LocI cache is down, it returns this error:

connect ECONNREFUSED 3.104.29.122:80

A more descriptive message about what is causing the error would be good - i.e. Excelerator is not able to connect to the Loc-I cache. Please try again later.
