specifying 'type' with upload tool multi and single

Hello - for future development it may be good if by upload tool you can define whether it is a register or collection. Though, to be honest, I'm not really clear on what difference this makes, in terms of URI at least ('register' and 'collection' ID are both reflected in URI, regardless of type). From descriptions I gather that 'register' implies governance applies, at that level.
