Use dcat:Dataset & dcat:Distribution not EUDM subclasses and push all restrictions to them to the SHACL constraints file.
Is it difficult to scope the SHACL targeted classes? I shouldn't think so: just target dcat:Dataset & dcat:Distribution but then one only validates when one wants to test EUDM validity (i.e. not on DCAT classes everywhere).
