BioFSharp Project rejuvenation

There is a set of changes underway for this project:

• Move the core projects to netstandard only

in order to do that, netf only projects will be moved to separate repos:

• Move BioFSharp.BioDB to separate repo (Done: https://github.com/CSBiology/BioFSharp.BioDB)
• Move BioFSharp.Vis to separate repo (Done: https://github.com/CSBiology/BioFSharp.Vis)
• Move BioFSharp.ImgP to separate repo (Done: https://github.com/CSBiology/BioFSharp.ImgP)
• Move BioFSharp.Parallel to separate repo (https://github.com/CSBiology/BioFSharp.Parallel)

when that is done, a few more maintanance improvements are possible:

• use fslab templated documentation generation via the dotnet tool
• Update the buildchain
• Remove mono from the (CI) build chain
• move to gh actions for all CI builds
  • enable CodeCov on GH actions

Note that we could release a stable 2.0.0 once fslaborg/FSharp.Stats#321 is released, as we cannot update deps without breaking phylogenetic trees due to that issue.
