define information to report at execution level

At the moment, workflow reporting pushes the whole playbook data to downstream components, and step reporting pushes the whole step data, plus variables, and eventual errors, to downstream components.

We should understand better how to handle variables at executers level, not reporting level, so that only relevant data is forwarded to reporting components.
